Following the rebellion in Oxford prison city, clairvoyant Paige Mahoney escapes with the Seven Seals on a secret train to London, accompanied by Jaxon Hall, Nick Nygård, and the rest of the gang, along with sixty-one other survivors. Danica diverts the train to the Tower of London to avoid Scion, and the group is forced to flee on foot. The escape is chaotic and dangerous—Scion forces ambush them at the Tower, killing many of the survivors. Paige is injured during the ordeal and ultimately escapes with only a fraction of those who fled Oxford. Michael Wren disappears into the Thames, and the remaining Seven Seals are extracted by Eliza, while Jaxon escapes separately. Paige is forced into hiding afterward.

Three days later, Paige is hiding in Soho while Nick and Eliza explain how they orchestrated the escape. She reveals that Scion is secretly controlled by the Rephaim, immortal beings harvesting clairvoyants. Determined to fight back, she calls a meeting of the Unnatural Assembly, but receives no response. Meanwhile, the surviving voyants regroup in Camden Market, where Ivy and the others stay with Agatha, Ivy’s former employer, while expressing fear of the Rag and Bone Man. When Paige ventures out, she learns Jaxon is spreading rumors that he has dismissed her. Soon after, she encounters Hector, who brutally beats her for her disappearance.

Paige relocates to Grub Street, where she encounters Alfred, a literary figure connected to the Spiritus Club. At the same time, Scion escalates its control: Grand Inquisitor Weaver publicly declares Paige and the other survivors fugitives. Paige narrowly escapes capture by possessing a Scion officer and returns to the Seven Seals. There, she learns her father has been imprisoned. With no safe alternatives, Paige attempts to reconcile with Jaxon, telling him about the Rephaim and their control over Scion. He agrees to help spread the truth—but only if she returns to work for him. Paige accepts and resumes her role as his mollisher.

As tensions rise, Paige attends a spirit auction where her identity is exposed. Hector’s gang soon raids the Seals’ operations, prompting Jaxon to send Paige to negotiate. When she infiltrates Hector’s territory, she discovers that Hector and his entire gang have been massacred, with only Cutmouth missing. Paige is attacked by a powerful bound spirit, the London Monster, and barely escapes. Suspicion falls on her, and a meeting of the Unnatural Assembly is called, led by the Abbess. Paige attempts to warn them about the Rephaim, but Jaxon prevents her from speaking. The Abbess deflects suspicion toward the missing Cutmouth, while Jaxon announces he will compete for the title of Underlord in the scrimmage.

Unwilling to be silenced, Paige begins writing a penny dreadful, The Rephaite Revelation, with the help of the survivors, hoping to expose the truth. Around this time, she is attacked again—this time by two Rephaim, including Terebell, who pressures her to find Warden. Using their psychic bond, Paige discovers Warden is being held by the Rag and Bone Man. Terebell offers support from the Ranthen if Paige wins the scrimmage and turns the syndicate into a force against the Sargas regime. Paige agrees, seeing an opportunity to build an army.

Paige infiltrates the Rag and Bone Man’s territory beneath Camden and rescues Warden from captivity. With Nick’s help, they escape, and Warden explains the divide between the ruling Sargas and the rebel Ranthen. Meanwhile, the survivors publish The Rephaite Revelation, but Paige discovers it has been altered to portray the Rephaim positively—Felix had it edited through Alfred’s connections. Realizing the survivors are being targeted, Paige investigates further and discovers that the Abbess is holding them captive. She also uncovers that the Abbess murdered Hector and is hunting Cutmouth.

Paige tracks Cutmouth to Jacob’s Island but arrives too late to save her. Before dying, Cutmouth reveals that the Abbess is connected to the Rag and Bone Man through a shared symbol and mentions a conspiracy known as the grey market. Paige arranges for the Ranthen to rescue Ivy, believing she knows more. Ivy later confirms that she once worked for the Rag and Bone Man, who sold voyants to Scion, and that others—including the Abbess—were involved. Paige secretly enters the scrimmage under the name Black Moth, determined to take control.

Before the scrimmage, Paige senses Warden is in danger and tracks him to Highgate Wood, where a monstrous Emim attacks the group. Paige nearly dies saving them, but survives, and she and Warden reunite. On November 1st, the scrimmage takes place in the Camden Catacombs. Paige and Jaxon fight side by side, eliminating all other competitors, including the Abbess’s puppet candidate. Just as Jaxon is about to be crowned Underlord, Paige reveals her identity as Black Moth and challenges him. She defeats him by possessing his body and forcing him to yield, claiming victory.

Paige is crowned Underqueen, naming Nick and Eliza as her mollishers, and establishes her rule, later calling her syndicate the Mime Order. Jaxon leaves, taking members of the Seven Seals with him. The Ranthen rescue Ivy and the remaining survivors. The Abbess attempts to kill Paige but is stopped and killed before she can succeed. Ivy exposes the full extent of the grey market, confirming widespread trafficking of voyants to Scion.

Soon after, Scion broadcasts a message across London: three captured survivors will be executed unless Paige surrenders. Paige possesses a Scion commandant and attempts to negotiate, but fails. The prisoners are executed. Enraged, Paige confronts Nashira Sargas and threatens her. Nashira reveals that the grey market has long served the Sargas regime—and that she is now allied with Jaxon Hall, exposing his betrayal.
